The German Bundestag may decide that the new Tobacco Directive (Article 20), which relates to the "electronic cigarette", not to be implemented
Justification:
The electronic smoke, also called steaming, is not nearly as harmful as smoking an ordinary cigarette made of tobacco in its kind. The federal government wants the people to get away from the cigarette. At the same time you want to regulate the vapors so that former smokers draw again for a cigarette when the nicotine strength is so limited (4 mg). Also in view of the growing market and the purchasing power and jobs, behind it, and be put in place, it would be a very big mistake, this Regulation implement as planned.
